Some requested improvements:

- added Halloween Event monsters to following places: Tellus City, Tusk Town and Sandsong Village and decreased their respawn time significantly 
- decreased respawn time of EPW World Bosses from 6 to 3 hours and PWI World Bosses from 24 to 6 hours more info

They are only there when spawned by the GM. They aren't permanent.
I presume that's what you meant.

When Event is activated mobs will spawn in the cites otherwise there are no mobs.

It was server side patch, no need to update the client. And yes, server is up

maybe you can share with us pattern when mobs apier? Because now it's soooo random and not everyone can camp them for days.

It's random, but there will be red chat announcement so you will know once it starts.
