It's steps to getting banned on forum.
Warning= bad,
moderated= posts are modded before posts,
banned = banned.
I'm prolly wrong a bit but yeah general idea is that.

They are actually specific statues that you get for breaking the rules and get increased as you get the warnings ending up with a MUTE/unable to post anything on the forum.

Warnings > being watched > Moderated > Mute
