PV is being spammed by many people atm (I think x2 is still on), just reset and try again, it will spawn sooner or later.

^ I used to even spam pv during 2x, there are hundreds of people who do it on 2x, at the same time ^^

Well, we don't know the exact time when x2 will end. Just reset the instance and try again. ^^ It should spawn in 1-2 tries.
