A quest called "Perfect World Bestiary" gives you the item to change you into a turtle for a short time.

This is a Daily quest and its needed the whole server to do it cuz if you wanna finish the quest you need others to transform you.
If im not wrong on the quest, this is the one at the Emeral fairy located behind the Pet Manager in West Archosaur.
