Makeover scroll CD

I was playing around with a makeover scroll cause I was bored and made a totally crazy looking char but it takes like an hour for the cooldown so I Wuzz wondering if it could be reduced? Just a thought

i think we never changed it cuz it causes some problems on the server...but im not sure...we will see if it doable
