It's bad. It overwrites Spirit Blackhole / Square Formation, so it only works on attack level bow, but the attack boost the Blood Vengeance stone gives is very marginal.
Also keep in mind these Sacred Stones only trigger during normal attack (aps), so the 20 dex stone is simply much better option.
