Assassin is probably the best for a starter class. Your main function is dealing damage, but because you're melee and because of one of their skills that heals you based on the damage that you deal (Bloodpaint), it's still pretty hard to die.
The game has a lot of PvE content but even more so PvP, since there's events and whatnot for both, but PvP you can have any time as long as you have someone to fight. A lot of guilds are based on PvP too.

pve on this game is really just endless busywork 

only the newer instances like fsp and hdd heavenfall are mildly interesting, unless you prefer busywork

This is what i would suggest you do, make a barbarian because of several reasons. They can farm really well and its cheap, you will need to if u ever plan to gear other characters. They are also asked for alot in this game in both pvp and pve so yah 2nd best option would be sin

Sin imo should be first for farming reasons.

As for cheapest classes to gear, probably Barb, ea (2x ct isnt hard got it in 200 rolls and thats a lot for an ea), seeker is stupidly easy to gear (rmdt on gear or str). Arcane classes imo are pretty expensive with 2x ct being on average 1 in 160 rolls per piece.

Well, my suggestion would be barbarian for sure, you will like it a lot. And besides, they are heavy tanks  

But from my overall experience, follow your heart. Play with the class you fall in love the fastest. 
Like whats the point playing a class if you don't like it, you must choose the one you see more as yourself
