How / Where to find Perfect Key (item needed in Demon Quest)

I'm doing quest to be a Demon Archer. I killed Phlebo already but can not open the Perfect Chest.
Somewhere at google said Perfect Key needed to open Perfect chest.
Any solution or suggestion ??

14. Kill Ninetails in Eden

15. Kill Phlebo in Eden

16. Open Phlebo's Chest in Eden
You are at these steps I suppose
You need to kill each monster in order to dig the chest

And, actually the key is in the Quest Item part of my bags.
Sorry my bad.
Thought I killed all the monster.

Mobs are positively cleared.
Thousand Year Spirit's chest, Nine Tail's chest
and Pheblo's chest  can not be opened.
I'm running out of idea.
