Skill book for wizard or alternatives

So i looked in my skill book to learn a few spells and the level is low.I want to level up these skills but i don't know how to do this.My spells are lvl2 and lvl3.
In level 14 you can buy spells?I'm lvl 14 and i don't see where i can get new skills.Why are these skills so weak?I want to improve them but i couldn't find something.

If you use the scroll in your inventory you level to 110 instantly and you're able to learn all the basic skills to level 10.

Also check the amount of coins you have, you can get more by doing Phoenix Valley.
