Did you buy the skill books from the boutique and have them in your inventory? If not then you should, that would fix the problem.

Try a different resolution if you can. To me it looks like the UI isn't big enough to show the up arrow that lets you learn skills. If that doesn't work try to verify your game files and as a last resort reinstall if you can. The issue is mainly just a UI size issue or client file issue it seems.
