My brother can't vote!

Hello, my brother can't vote, everytime he's going to vote appears "Vote again in 6 hours" but he never did this, he never voted because he CAN'T vote... Why?

Are you and your brother sharing the same IP/connection? If that is the case if you voted then that is why he is not able to vote and gives him the timer.

The voting generally checks 2 things in particular
> The last time a particular account voted
> The last time the ip voted

That is precisely it.  This sucks for those who have multi-player homes (like my husband and I both used to play and we had to race each other to vote).  
An alternative would be to have either one of you vote on a smartphone not on wifi.

Router restart , avoid changing DHCP ips , would be the only method .
