Make Life Hunter not stack.

A big issue that has been brought up before was in regards to assassins and their ease of access to life hunter as a skill that can be spammed to essentially render APS Classes half of what they can potentially be.
This debuff is annoying, and can definitely present trouble. A lot of things have been suggested before to nerf it, but I have a better suggestion. I would like to ask for the APS debuff present in Life Hunter to NOT stack. What I mean by that is that once used, the APS debuff cannot have it's duration extended, instead it has to run out in order to be applied again.
I feel like this is a proper way to "nerf" without nerfing.

-1 sins are good as they are, increasing cd or not wont make much of a diference

Then there's no point of using life hunter, may as well just delete it altogether (which I'm a fan of).

Are you guys skipping over what I wrote? I'm not asking for a cool-down increase, I am asking for the skill's effect to not stack upon itself. That way, there is a better way of handling the skill's usage. "Sins are fine" won't change at all, it's a way to fix a problem without giving off anything besides a little bit of laziness.
