missing quest?

Hello! First time posting here so I'm not sure if this is the right spot. 
Can anyone tell me what to do when an NPC is missing a quest. I'm trying to finish the " So Happy Together" Quest but I can't get the Festival Perfume Powder because the Elder of the Plume doesn't have the quest I need (Winter Spirit Hunt). I've tried deleting the quest "So Happy Together" and doing it again, logging off, etc. but nothing has worked. Please lend me hand, I want those supply tokens  Thanks!!

You have to TP to the different cities and find the Essences in the cities (you have to dig them.) In Plume, I believe its right by the TP behind some tree roots. 
(If this is the same quest I'm thinking of)

You have to do it for every major city, just run around a bit and you should find them.
