Error starting Client DirectX related

hi there,
I have already posted to the Help Forums and have had some recommention from *Agatio* so Thank you!!
However THIS

is the error and its driving me nuts i cant fix it.
so i downloaded and patched the game via the torrent download link first.
patched and launched got this error. - verfired = same error.
used the DXwebsetup in side the install folder.
uninstalled and reinstalled my GFX drivers.
No change same error!
i downloaded again figured the torrent was corrupted some how. the other 2 links direct mirrors took a long time to come down even with 200MB net.
same thing.- verfired again.. no change.

I have also edited the version within regedit. for DirectX forcing it to replace all files as if they was OLD.
This had no effect and has remined a Problem.

Ive also tried the

I Have taken the time to download the offical PW and installed/update it then use the patcher to bring it back to EPIC.PW -
This had no effect. i am certain there is a issuse in the way the game is calling for DX9 use.
its the only thing i can think of.

Has anyone resolved the problem before.
- anyone with a fix please post- i am in my 27 hour of working on this (with sleep) and still no fix.
I honestly am about to call it and not bother.

Please note that removing directX completly is not 100 possable on windows 7 at least not via anything ive been able to good or find in the past 3 hours.
however the Regedit should have done the same thing

PS: Translation of the Error message above might prove to reveal a fix!

Edit: Download from MediaFire just finished i will patch and see if the last location make the diffrence-
also note i have rebooted router turned off firewalls/AV and rebooted my PC more times than i can count-

IF you are using Windows XP we cannot help you whatsoever until you upgrade to Windows 10 (it is forbidden to work on unsupported OS's.)

I do believe there are still a good bit of people that are still on windows xp. Telling someone they HAVE to upgrade to windows 10 is utter bs. I'm still using windows 8 due to so many bugs with windows 10. 

OT: Maybe try uninstalling directX and installing it again. Also, Agatio might have another solution for you as well.

If you guys have something that will help please please reply, otherwise lets keep this ontopic. tho i see the XP troll fun! (I have 2 PC;s on XP they also run a headless Ubuntu server- via VM :P  XP is good for something :D

EDIT: Advice from a friend, install any steam game that only works with DX9, then run the game.. = tried and no joy
2nd advice: turn on windowed mode. and turn all settings down. = same error..
