28x28 faction icons

I think that 28x28 is quite too much, however I also think that the faction icons could be a little bigger. Something between 20x20 to 24x24 would be just right in my opinion. What concerns me is that re-scaling current icons would make them look a little pixelated.

Well, they just need to resize their original 16x16 to the required one and they shouldn't be.
