Percentage ratio for Weapon stats

Does anyone know the ratio for certain stats on weapons between 120-145, because I was wondering what the chances of getting high attack lv or 2x-3x interval on them. The reason I'm asking this is because on my seeker I  I had re-rolled its stats and I got 2x att lv +4, and was wondering can it get higher or that's the max it stay? I post a picture of the weapon stats in a bit .

120 and 130 have fixed stats, only 140 and 145 have random stats.
