Lets say when i like video i post it
Nothing hard at this step cause i believe ppl dont post something they dont like and then share with others (especialy in mmo)

Now time for magic ,
Lets analize following sentence
you post video only if u are happy about the effect
p - post video
q - happy about effect
In math it looks like q<=>p

   p             q     p<=> q

0	1	0
1	0	0
1	1	1

Lets analize this sentence when its always true
1. p = 0 , means i dont post video
    q = 0 , means there is too many cuts
So if there is too many cuts i dont post video , voila its true and it makes sense

2. p = 0 , means i dont post video
    q = 1  means there is not too many cuts
So if there is not too many cuts i dont post video? it makes no sense . When there is not too many cuts im happy so i post video

3. p = 1 means i post video
    q = 0 means there is too many cuts
So if there is too many cuts i post video ? its just stupid becasue i dont post video when im not happy about effect as we said earlier too many cuts != happy

4. p = 1 means i post video
   q = 1 means there is not too many cuts
Perfect i post video when there is not too many cuts.

Your question is qualified to situation when i think there is too many cuts and i posted video
so situation number 3. It just makes no sense
