This is a notice that new faction icon patch is available (v89) along with updated server list.
Link 1 and Link 2 should be the fastest, Link 3 and Link 4 might be a little slower for some players, but also should be more reliable, without unexpected disconnections.

Just start your patcher and the game should update automatically to the newest version.
