Kind of offtopic but why not make a test server for players to test the new stuff? I'm pretty sure it would speed things up. People that can't wait to see what's new would get the chance to see stuff and help out while at it. Unless it would cost money to host it, then its not worth it.

Well, there was a test server for NH patch. Other patches are considerably smaller and can be tested by the staff itself, I guess. It'd be a pain to choose testers for every path.

No point testing new fash or flyers, it'll get here regardless of how unbalanced it is and it won't speed anything up.
As for other contents, players already test them out (as they did with the NH beta testing) when major contents like that are implemented (which isn't very often) o.o

Also, when you have a group of people there giving up so many opinions about new contents and talking about balance and what not there'll be drama (Because HUMAN o.o). test server or not, GM's will still have to monitor it and that's just unnecessary for these patches.

Plus, most changes for balance ( the usual small non-cosmetic additions) require much larger scale testing than a small group on a test server could. Just to get the variety of skill & gear and pk to see how it does.
