No R9 in EPW, but you can craft lvl 110+ Equipment @ ADC West in front of teleporter

This server purposely doesn't have attack and defense levels other than base skill adds and/or engraves/runes. Attack level is one of the major reasons PWI is an unbalanced mess, it's better this way.

Attack levels on pwi server would indeed mess with pvp, also alot of people don't want to give up the hp for those attack levels because of the way things are set up. o.O' not sure how R9 has anything to do with dots, and dos tho.

well when u use all parts of r9 armour and the weapon u get about 50 atk level an 3 def level. like when u wear 2 parts of ha/la dragon gear u get 0.05 aps
