Bug for Goshiki/coming of age quest

I was trying to start the Goshiki/coming of age quest on my archer (previously did it on my sin awhile ago) and in my quest log I've looked and the only quest I could find was Coming of Age. When I talked to the npc (Kid Kuang of Gate of Antiquty), he gave me the quest and sent me to the npc nearby, in the picture. She has no quest related nor the Coming of age option when I talk to her. Is this a bug or am I not allowed to do the quest on another character?

I relogged, trashed quest, and nothing v.v

Maybe try to re-log, see if that would fix it. This could be a little glitch

Fixed: Sorry didn't see you already tried relogging What I would do is try to do the quest on another account and see if it would work. If it doesn't then you know its for your account/other people could be experiencing this. If it does work I would just trash quest and try to do again in a hour or two and see if it auto fixes. Ask your guildies to do the quest and see if it bugs for them, I don't do Goshiki much so there could be a common/easy solution for fixing it. Again last resort is to wait a hour or two and see if it would fix itself.

I did this quest line on all of my chars and did not have one single problem.

It's not bugged, the char you are trying to do it it's not level 145+.

You're also starting the wrong quest. It starts from your race's elder called a Strange Monument. And from level 145+
