Game won't start

I installed the game and got this error. I tried restarting my PC and reinstalling the game, but with no luck. I'm pretty sure I've installed it correctly since it's not the first time I install it and I already have it installed on my laptop and it works fine there. My drivers are up to date too. NOTE: I ran dxdiag and my directx features are "Not Allowed" at the Display tab, could that be the issue, and if so, how do I change it? EDIT: I also ran the fixit batch file, still no luck.

8. Error: Game client won't open or error  "ÎÞ·¨ÏÔʾ¸ÃÍøÒ³" pops up
- Reinstall your graphic card drivers and check again
- Update your Windows (if your system is outdated it might be missing some libraries required to run the game
- Install Microsoft Net Framework 4
- Install Microsoft Visual C++ 2010 Redistributable Package (x86)
- Install DirectX 9.0c by running dxwebsetup.exe file located in EPW/element/ directory
- In the end restart your PC and check again
- If it still fails, redownload / reinstall the client

- Update your Windows (if your system is outdated it might be missing some libraries required to run the game
- Install Microsoft .NET Framework 3.5
- Install Microsoft Visual C++ 2010 Redistributable Package (x86)

Ok. Thank you, I will try those options and let you know if they work. Also, are you sure that the fact that my directx options are all not allowed has nothing to do with this? Because I've had issues with that in the past on other games(not related to this one).

I've tried both, none work. All my drivers are up to date, my DirectX is 11.0, my OS is Windows 7 Extreme, it's only my graphics card that is complete garbage(64MB); I was planning to change it, but I've just repaired this PC. However, even with that EPW should work.
 EDIT: I'm almost certain it is the DirectX features, because I've compared it to my laptop and it says "Enabled" at all three points. Problem is, I've no idea how to enable them, any help? This is what I'm talking about:
