It really depends on your build. Do you wish to stay fully arcane armor or do you wish to go HA/AA mix for support? 79 is the minimum you will need, yes. If you want to be HA and AA you will need far more, around 377.

Then you will want to have the minimum of 79 str. The rest can go into magic.  This will leave you VERY squishy, but it does a good amount of damage.
